Job title: Lead of the Youth Forum, Programme Department  

Nature of engagement: Volunteer contract   

Duration: From April 2025 until the end of the project in December 2027   

Department description   

The Programme Department plans the programme framework for the World Scout Jamboree 2027. This framework is based on the programme proposal prepared as part of the ZHP Bid presented at the 2021 World Scout Conference. 

  

The aim of the Youth Forum is to encourage ‘positive activism’—not passively waiting for public authorities to address our common problems, but also not acting against government regulations and initiatives. Instead, it focuses on learning how to complement the system we live in peacefully. The forum also aims to build a sense of belonging to civil society and empower young people.   

  

Additionally, it will provide participants with an opportunity to learn how to communicate and collaborate across generations, cultures, and religions as a means of fostering peace both locally and globally. This includes appreciating others’ competencies, understanding different needs, and making good use of diverse perspectives. 

What you should expect

Responsibilities:   

  • Plan and develop the Youth Forum mechanics and rules.  
  • Collaborate with team members to align the Forum with the overall objectives of the Jamboree. 
  • Coordinate with safety personnel to establish emergency response procedures.   
  • Train volunteers to support the Youth Forum, ensuring understanding of their roles, safety procedures, and activity specifics.   
  • Oversee the execution of the Youth Forum during the Jamboree, managing programme staff, ensuring safety compliance, resolving issues, and enhancing participant experience.   

Applicant Profile

Knowledge and skills:  

  • Expertise in creating and conducting debates, youth conferences and forums (both for scouts and for non-scouts.  
  • Ability to work collaboratively with volunteers and staff of national and international structures of the Scout Association and other organisations.
  • Proficiency in building and maintaining positive relationships with colleagues and key partners.
  • Self-reliance, proactivity, and emotional intelligence.   
  • Open-mindedness, and cultural sensitivity, with a willingness to learn.  
  • Integrity and a strong sense of ethics in all actions and decisions. 

Background experience:  

  • Experience managing teams at a Scout District level or higher.  
  • Success in developing programmes for events at a very high standard. 

Formal requirements:  

We welcome applicants from both within Poland and abroad, each with their respective requirements: 

Applicants from Poland should meet the following requirements:   

  • Active membership in the Polish Scouting & Guiding Association (ZHP). 
  • Completed leader’s service in the previous year and a positive opinion of the relevant Regional Commissioner or Chief Commissioner. 
  • Positive experience of projects at least at the regional level (domestic).  
  • Ability to communicate freely in spoken and written English.   

Applicants from abroad should meet the following requirements:   

  • Active membership in an organisation belonging to the World Organization of the Scout Movement (WOSM).   
  • A favourable opinion from the International Commissioner.   
  • Positive experience of projects at the international level.   
  • Ability to communicate freely in spoken and written English.
