The Jamboree Organising Committee (JOC) is responsible for the planning, delivery, and evaluation of the 26th World Scout Jamboree. Appointed by the National Executive Board of Związek Harcerstwa Polskiego (ZHP), the JOC operates under the framework set by the Host Organisation Agreement, fulfilling all assigned duties. The JMT supports the work of the Jamboree Planning Team during the preparation phase and oversees the Jamboree Delivery Team during the event itself. Leadership

Karol Gzyl – Executive Director

Karol Gzyl is an experienced event producer, Scout leader, and Vice-President and Programme Director of the Gdańsk Foundation, with an extensive track record in managing large-scale events and complex projects on national and international levels.

He specialises in building effective collaboration between NGOs, local governments, the public sector, and businesses, with a focus on public and cultural diplomacy, as well as international cooperation. From 2013 to 2021, Karol served on the National Board of the Polish Scouting and Guiding Association (ZHP), overseeing public relations, organisational development, and international affairs, including serving as ZHP International Commissioner. He also led the Strategy Development Team for ZHP (2018–2025) and managed the Jamboree 2023 Project Team.

From 2021 to 2022, Karol worked as a consultant for the World Scout Bureau, contributing to the Organisational Development and World Events teams. His professional background also includes 14 years in national television (2007–2021), where he produced high-profile news and current affairs programmes.

Karol has extensive hands-on experience in organising complex events. He was a member of the executive team for ZHP National Jamboree Kraków 2010 and served as Director for ZHP National Jamboree Gdańsk 2018. In his current role as Executive Director of the 26th World Scout Jamboree, he oversees the comprehensive organisation of the event, ensuring its safe and seamless execution in alignment with WOSM’s World Event standards.

At the Gdańsk Foundation, Karol has co-managed key civil society initiatives such as the Freedom and Civil Rights Festival (2022–2024), the Gdańsk Helps Ukraine Programme, and the UNICEF Cooperation Programme (2022–2023). He also managed communication efforts for Gdańsk as the European Capital of Volunteering and co-created the national campaign “Don’t Sleep or They’ll Vote You Out” for Poland’s 2023 parliamentary elections. Karol has coordinated the production of major public events in Gdańsk, including large-scale outdoor concerts, tall ship gatherings, and ceremonies attended by European, national, and local government leaders.

Karol holds a degree in Film & TV Production from the Warsaw Film School and is currently completing an MBA in Diplomacy. He remains unaffiliated with any political party or movement.

Artur Glebko – Finance Director

Artur Glebko is an entrepreneur, manager, social activist, and long-time volunteer of the Polish Scouting and Guiding Association (ZHP). With a solid academic foundation, he holds a Master’s degree in Electrical Engineering from the Gdańsk University of Technology and has completed postgraduate studies in real estate management, valuation, brokerage, and energy auditing.

Artur’s leadership journey within ZHP spans over a decade. From 2014 to 2022, he served as Regional Commissioner and CEO of the Gdańsk Region of ZHP (Chorągiew Gdańska), overseeing strategic operations, regional development, and financial management. Earlier, from 2013 to 2014, he was a member of the National Council of ZHP, contributing to nationwide decision-making processes. Since December 2022, Artur has held the position of Head of Business Operations for the Gdańsk Region of ZHP, further strengthening the organisation’s financial and operational frameworks.

His international scouting experience includes participation in the 23rd World Scout Jamboree in Japan, where he gained valuable insight into the global scouting movement. Artur also played key roles in major national events, including serving as Deputy Director of the ZHP National Jamboree Gdańsk 2018.

Martyna Kowacka – ZHP Chief Commissioner

Martyna started in the Ziemi Rybnickiej District, where she led a troop, worked as part of the training team, and was district commissioner from 2015 to 2019. She also worked with the Kraków Region (2013-2017) in various programme roles.

She has led many training courses, including leadership and communication workshops. From 2017 to 2021, she was the ZHP spokesperson, later becoming head of the Communications and Promotion Department. In this role, she managed media relations, crisis communications, and large events, like the World Thinking Day Gala.

Martyna has been involved internationally, including with the European Jamboree 2020 and coordinating Poland’s bid for the 2027 World Scout Jamboree, which was awarded to Poland. She led ZHP’s delegation at the 2021 World Scout Conferences and National Contingent for the 2023 World Scout Jamboree in Korea.

Martyna graduated from the University of the National Education Commission in Kraków (Design) and the University of Warsaw (Journalism). Professionally, aside from her work with ZHP, she has worked as a coordinator for Gdańsk’s preparations for the European Capital of Volunteering (2021) for the Gdańsk City Hall, and with the Zwolnieni z Teorii foundation, a national initiative where students run social projects.

She is a Member of the Board of the Polish-German Youth Cooperation Foundation, a Member of the Youth Council within the National Development Council under the President of Poland, and a member of the team for cooperation with non-governmental organizations at the Ministry of National Education. She will also assume the role of Member of the Public Benefit Activity Council in the next term (2025).

Jamboree Planning Team

The Jamboree Planning Team (JPT) serves as the operational core for the World Scout Jamboree 2027, bringing together a diverse group of international and intergenerational volunteers from WOSM Member Organisations, along with external experts across various fields.

Currently, the team comprises over 200 dedicated volunteers from more than 40 countries, working collaboratively to design and prepare an unforgettable experience for tens of thousands of Scouts from around the world.

The JPT is organised into 22 specialised departments, each led by two co-heads who ensure strategic alignment, operational efficiency, and shared leadership.

As preparations progress, the Jamboree Planning Team will transition into the Jamboree Delivery Team, an agile and purpose-driven group ready to execute the event seamlessly.

The World Scout Jamboree is the largest international youth outdoor camping event, held every four years and bringing together up to 50,000 participants from around the globe for 10 to 12 days. It is primarily an educational experience designed to promote peace, intercultural understanding, and global solidarity. The event features a wide range of on-site and off-site activities, including ceremonies, arena shows, and interactive programmes, while placing great emphasis on daily life and meaningful connections within the campsite community. Participants must be between 14 and 17 years old at the time of the event. Additionally, up to 8,000 adult volunteers form the International Service Team (IST), contributing as dedicated staff to ensure the smooth operation of the Jamboree. The event also attracts significant media coverage and welcomes up to 25,000 day visitors to the campsite.
